My guess is Canadian National. Check the cab mounted bell, and snowshield behind the engineers side of the cab! This one is very likely rebuilt to SD40-2 specs. BNSF has quite a few (former GT/CN SD40), they are numbered in the 7300-series. A closer look on the hogger's side of the long hood might also reveal a large ballast plate to increase TE on the unit.
Some Wrecks on the Borg I see lots of lease power in Ingleside switching the plants on the ship channel.
