I think that's a 4-wheel cart that thinks it's something else. No, one doesn't magically turn into a K-28 by mounting an air compresser on their face. I'm nominating that as the dumbest quote of all time. In fact, I think it's signature-worthy. (look down!)
I'm not 100% sure but a quick search of the web indicates that it is a 98 Ton center cab that was built by US Steel using G.E. parts. It looked like the might have been using it for either MOW activity or as a fire fighting train. Here is a view of the rest of the train. Ben

I agree. If Blackstone Models made an HOn3 SP tenwheeler, I'd buy two of 'em! But they seem to be catering to the mainstream Colorado crowd. Another frequently skipped California railroad is the Pacific Coast Railway in San Luis Obispo, one of the state's first and--in my opinion--most intresting narrow gauge.
