Purely biased anecdotal evidence from MY use of the NCE Power Cab is that I like it a lot. I bought three NCE non-sound decoders as they were available very cheap - about $13 each. I have not installed them yet, but I think they'll do VERY nicely indeed for my non sound locomotives. .
