What's the problem?? It's Starrett's adjustable torque wrench. Adjust for maximum tightness, turn fastener until 'pop' is heard. Very useful!

Wow, that's beautiful Russell. Mine's a Starrett 436 as seen below. I really like the mechanical display on yours. Mine lacks that and I get so confused counting off the tick marks and rotations. I'm no expert with it, so it takes me a while.
