What is this EJ&E Engine Facility Structure?

Does anyone know what is the orange structure in right side of this photo?
The photo was taken in the EJ&E locomotive servicing facility of Kirk Yard in Gary, In.

It is in the service area, you can see two sanding towers next to it.
