True. But it also depends upon your era. Back before the mega-merger days began, most railroads were far better at maintaining appearances of equipment and structures than what we see today.
My railroad is very meticulous and keeps all locomotives and rolling stock looking new. Those guys even repaint competing railroad rolling stock coming onto the property if it is anything less than pristine. Doug
