Ok.... another bump in the road
I got 3 kato dash 9 with the same decoder DN 163k1a. I set all cv's the same for 65 thru 95 and I have one unit that is still faster then the other two. Now looking at the manual cv's 66 and 95 are like " Volume Controls" I went with CV 66 down to 80 from 128 and still no luck :( Anyone

Use decoder pro. It makes the speed tables much easier to do. Try it.

DecoderPro is a part of JMRI and is free. To put it simply, JMRI is a set of tools for Model Railroad computer control. More info is available here: JMRI

...and I use DecoderPro with a little gadget from the UK called SPROG since this can run at home and all the DCC stuff is at the club. my locos can be set up here on the desk and taken ready to go. you won't believe how easy it is to do a speed table from DecoderPro!

SPROG replaces the DCC system for the programming track, at least (you can use it as a throttle too - pretty neat). lets you run decoder pro with just a power supply, SPROG, your computer with a serial cable and a test track.

    try this:
