Does anyone have any insight into how RPP was able to make these frames?

In the context of 3d printing, one of the big issues I've seen mentioned is frames. RPP used to make metal frames regularly for their shells and sold them at quite reasonable prices.

The reason this popped up is I recently purchased some painted Athearn (RPP) GP60M/B shells for $9 a piece. I need frames to put under them. RPP/Arrow still has stock on their frames, but they also have Athearn GP40/50 frames for a bit less (doesn't fit perfectly, would need some milling).

Now, I don't think they're making these any more. but 20 years ago, I think they still were. How were they able to as a small company in a relatively high cost beach community in North County San Diego?

And...what would it take to do something like this now.
