Kato has issued multiple numbers in the past. Shortly after it issued the sets with an F-3A and JNR cars, it issued A-B sets of locomotives separately for a total of three A units with different numbers. As delivered, the road numbers on the B&O's B-units were very small and painted (or decalled, I am not sure which) onto the carbody on one end with the class and other data. For this reason, Kato did not put numbers onto the B&O F-3B units that it issued in B&O, as, according to the "three foot rule" no one could see them, anyhow. For that reason, all that you had to do was buy an extra B to go with the train set A.
