Looks like something we could use today with so many people running around gates and getting T-boned. Combination traffic and crossing warning lights? I enjoyed the steam engines featured in that collection.
I'd be tempted to think the same as Jim, that the central array functions as essentially a traffic light. However, given the era, the fourth bulb (which in today's world would probably be a turn lane signal) makes it kind of unlikely for that use. Hmmm. Also, as nothing in the photo looks to be illuminated, that seems unlikely. Perhaps (speculating wildly here) it is an additional traffic signal activated through track sensors?
I think they spell S-T-O-P from top to bottom and stay on while crossing lights flash.Just an educated guess!
