You probably know of it, but they were named Little Joes because they were built by GE for the Soviet Union just after the end of WW-II, but when Joseph Stalin ratcheted up military tension, the sale was cancelled by the U.S. government. GE found a willing buyer in the MILW. A somewhat similar situation happened upon the Russian Revolution at the close of WW-I, which led to further locomotive sales being blocked and several hundred 2-10-0s awaiting export being repurposed for sale to U.S. railroads.
