When I zoom in on the raw photos, they all appear to be tight. There is just a lot of extra chain that they had to do something with so it is draped around some of the railroad appliances. There are also bent and broken hand rails sticking out in a few places. One of the foot stirrups was kind of loose so it is being held up with a solid rubber bungee.
Must have been a derailment somewhere and they were moving salvageable cars up to the GATX plant in Hearne for rebuild. I only got photos of two but there was a whole convoy of them.
I was thinking that loose portion should have formed an "X" with the other chain that is tight. The body is not exactly level; appears it could be pulled down a little more on the top left side. But...I guess not. How fast were they going? What about height restrictions? It's a three axle trailer...how heavy is this load? I guess we just approximate the empty weight of the car. OTOH, the trucks have been removed. In any case, interesting highway load and a good picture. I have a high way load picture of two diesel fuel tanks on a truck. They are on their side, top to top packaging. It seems to be very tall.
