What was the purpose of this caboose? Was it built as a RR Police unit, or converted later? I took the picture at Roseville in December of 1996. Were there others, or is one-of-a-kind?
Looks like a road caboose that was converted for service by the SP RR bulls after cabooses were replaced by FREDs.
This SP4709 is the one that I usually see pictured. I don't know if it was unique. There was also an 80 foot passenger coach converted to SP police, too.
