Being a SUPF (slobbering UP fanatic) and having custom painted dozens (or more) UP diesels, and living in UP territory (15 miles from Ogden, UT) early on (early 80's) if you want to paint NEW Armour Yellow, I use Scalecoat II. The reason is that Floquil (Pollyscale) paint has always been waaaaay off for new UP Armour Yellow.

To prove my point about being a "fanatic", I painted a small brass sheet with several companies' Armour Yellow and Harbor Mist Gray, let 'em cure, took 'em out to the Riverdale Yard, got permission to compare my samples with actual locomotives.

There were lots of shades of Armour Yellow and HMGray that day, but NEW colors matched Scalecoat Armour Yellow and Scalecoat Harbor Mist Gray.

Oddly, the worst kept engines, and there were a couple of engines that looked like they hadn't been painted or washed for a long time, matched Floquil (Pollyscale) Armour Yellow and Harbor Mist Gray.

So, if indeed Floquil used paint samples of actual prototypes to match their UP paint to, it must have been chips off an engine that hadn't seen a paint shop for a decade or so.

If you're gonna paint a Turbine, they were always kept in good shape as they headed up the premier freights and were well thought of, even when they started being cost-ineffective. They were never allowed to fade much, so...I'd highly recommend Scalecoat II, which not only matches real UP colors, but is glossy...which a turbine would naturally be.

Here's a photo of my custom painted Overland Centennials using Scalecoat II paint (slightly weathered like your turbine would be) rounding Echo Curve.

Of course, you can't really tell what color the paint job is because of all the digital filtration the file has gone through as well as your monitor's calibration. But, Scalecoat II also photographs really well as this photo shows on my super detailed Kato and Key F's at Wilhemina Pass on my modular layout.

Just for sh*ts and giggles, here's a photo of GTEL turbines at Echo. Not Scalecoat II and not glossy enough IMO, but the Overland paint was pretty close to Scalecoat II, but just a tadge too red.

You can't go wrong with Scalecoat II in my extensive experience with it...and painting UP stuff.

    Cheers!
