    The $10 billion program will upgrade Metrolink’s regional/commuter rail system ahead of the LA 2028 Olympic and Paralympic Games. Metrolink currently operates seven lines along a 538-mile network across Los Angeles, Orange, Riverside, San Bernardino and Ventura counties.

    SCORE’s first phase focuses on expanding Orange-, Ventura- and San Bernardino-line service, including track additions as well as station and signal improvements. It is expected to be completed in 2023. Metrolink’s goal is to achieve 30-minute, bidirectional service during peak periods.

    HDR will provide project oversight and manage project controls, environmental clearance and regulatory permitting, planning and grant management, design management, alternative delivery advisory services, and right-of-way services. The firm has also developed a project management information services dashboard to help Metrolink manage program risk, make informed decisions and provide real-time program status reporting.

    The State of California was the first funding partner for the SCORE program, and Metrolink has secured $1.8 billion in funding to deliver preliminary designs and environmental studies.
