    3 things stick out

    There's japanese or chinese letters on the building. Pantograph power lines. Colorful buildings. I'm still looking but i'm stumped.

    Got it. Its Tokyo, Japan. Closer to Kawasaki through, just west of the airport that is located on the shores of Tokyo Bay.
