F59PHI decoder problem

    Ok I have an Athearn F59PHI (2622990 Athearn product number) locomotive. Using a Digitrax DH123 decoder, NCE Power Cab DCC system. This locomotive is DCC plug equipped, has both a JST 9 pin plug and an 8 pin plug too.
    I have run the unit on DC to make sure it ran OK. No problems noted; installed the decoder and programmed the locomotive number. The system read the decoder and was able to set up an address for it. Turn up the throttle and the motor does not run forward or reverse- Lights work with the controller. Removed the decoder and double check to see if it would work on my decoder tester. Tested OK. Reinstall into the PH59 once again. Still the motor will not run, and again the lights work.
    I ran into a problem very much like this several months back. On that one I had replaced the lighting board thinking that there was a problem with the board. That did not fix that one. So it was sent back to Athearn. They repaired, but being as I was a third party player I don’t know what they found or replaced.
    Anyone every run into this, I mean just how simple can an DCC install be? Remove the jumper plug and insert a decoder. Should be a done deal right?
