well, I was originally going to say NY/NJ Rail, but that appears not to be right. All I can ascertain is that it's an urban-ish shortline. With a pair of blue-ish SW's at the helm.
That's it! I believe several of those locomotives have been extensively rebuilt, due to the nature of the environment in which they operate (steel mill).
