If I'm not mistaking, Isn't DCC for controlling Locos Independently on the same Layout? And can DCC be operated when powering under Catenary?

DCC is many things. I would say that its primary benefit is the ability to operate multiple locomotives anywhere on a layout without to regard to polarity of the rails or the requirement for blocks. Other benefits include functions for lighting special effects, computer control, signaling, radio control, sound effects, etc. Most of these benefits can be obtained by other means but DCC puts them all within a single decoder inside of a locomotive.

Yes you can use DCC with catenary. However, you would probably do better using the rails. The DCC decoder doesn't care where it gets its power and encoded messages.
