    It appears to be one of those portable asphalt or gravel plats used during those bid interstate projects. Not 100% sure.

    Not really, let the tires down, set your tie downs, pump up tires until the tie downs are tight.

    Kinda hard to inflate a tire when it's coming off the rim. (i.e the truck on the 1st flat car) Could those be Firestone tires? :)
