    I was using 28 speedsteps. I tried 128 and same issue. The decoder address had the loco at address 16 so I guess it seen some use, so I reset the decoder and same issue. It is a NCE decoder according to the box.

    I understand that. You seem unconvinced that it could take to speed step 11 for a new Atlas loco to move because yours start moving "way below that", even with an inferior decoder design. If you are using 28 speed steps, then if the loco starts at 2 or 3, then it would not be way below 11 using 128 speed steps.

    The original Digitrax N scale decoder is about as inferior as one can get, but my Atlas locos would still start between 2-4 speed steps on 128. .
    Yes I feel his loco should start way below speed step 11 and why I suggested he check out the loco to be sure it was in good working order before he adjusted the decoder!
