    The Brotherhood of Maintenance of Way Employes formed picket lines at IHB's Hammond, Ind., headquartes at 6 a.m. Central time this morning. According to the union, two-and-a-half years of negotiations have come to a standstill.

    Strike averted on Indiana Harbor Belt


    Indiana Harbor Belt and the Brotherhood of Maintenance of Way Employees reached a tentative agreement over the weekend, averting a strike that could have taken place as early as this evening.



    The Class 1 freight railroads had developed contingency plans to deal with the strike, which would have caused major headaches in Chicago, particularly for finished vehicle traffic
