‘I Will Survive: Scoring USMCA to Date’

The Brookings Institution recently hosted a panel discussion at the U.S. Mexico Foundation 2023 North Capital Forum on the USMCA (United States-Mexico-Canada Agreement) to “explore the key opportunities and challenges shaping a competitive, inclusive and sustainable North American economic relationship.”

    Formation of Canadian Pacific Kansas City was based in significant part on the benefits to trade, supply chains and the North American economy that USMCA (and its predecessor, NAFTA) continue to deliver. The panel, hosted by Joshua P. Meltzer of the Brookings Institution, included John Orr, CPKC Executive Vice President and Chief Transformation Officer; Ileana Ros-Lehtinen, Akin Gump; Louise Blais, NCF23 Fellow, Business Council of Canada; Ana Lilia Cervantes, GEPP; and Francisco González, INA.

    “The USMCA is a key driver of North American competitiveness and provides the set of rules and market access commitments that also provide the predictability that underpins trade and investment,” Brookings noted. “North America has come into focus for the Biden Administration as an opportunity to build more resilient supply chains, expand manufacturing and strengthen competitiveness and innovation. With this year marking the midpoint toward the first USMCA review in 2026, this panel assessed progress.”

    Orr addressed the railroad industry’s role in the transnational freight supply chain as well as other matters pertaining to manufacturing, customer service, labor, regulations, rail infrastructure, safety and security.
