I think the contraption on the end of the MOW flat car is some sort of ramp or lift for loading track maintenance equipment. It was at the very end of a long string of empty flat cars with rails on the beds for transporting those vehicles.
That is the color of their m-o-w rolling stock. You have me wondering if it is a steel gang? Tie replacement? Or other upkeep?
They have been doing a lot of tie replacement in these parts lately. But then again, they have been doing a bit of rail replacement too.

They're either at a closing or a station platform. The lovely lady in the sash holding onto the electric loco (a MILW Bipolar) is standing on a keg of some sort. No idea as to location. A pretty festive occasion, wherever it was!
Looks like "NEW OLYMPIA" or something like that. Maybe the "coming-out" party for that BiPolar? The 308, which looks like a preserved antique, suggests some kind of old vs new theme.
