Railroad officials were reluctant to place the OWL logo on every piece of rolling stock because of the extra cost involved, and the possibility that vandals might find the logo an attractive target. Some forest product workers who found their jobs in jeopardy because of the Northern Spotted Owl just might be tempted to put a "spot" on "Spotty" themselves if presented with an opportunity.
