Progress has not bypassed John Day, as the new paper mill attests. The major lumber mills that the OWL was originally built to serve were forced to curtail operations with the changing harvesting practices of the Forest Service. However, with prescribed burning banned on the national forest, alternative uses for the decaying vegetation and small diameter trees were needed.
