Improving the East Harbor

The rail line climbs at 2.5% here. It quickly gains enough height that the East Harbor has some rather stiff walls. I need to break up the height. The narrow pier on the left is a start. The pier has to be removable, so that I can remove the whole harbor for maintenance on the upper decks.
