I was looking at the NJ International switch stands and signals for Z. Their Semiphores and Target signals are a Z scale 24' high, a bit much but when placed an "ground" level below the road bed and rail, thats more like 20' high. The locos are 15' high so still a bit much. Since they are prewired, its a bit tough to cut the bases off and grinding will generate enough heat to probably melt the enamal wire insulation. The switch stands aren't as bad. The shorter 2917 "Standard" is only 7.5' high and the 2912 Branchline or 2914 Lo Ramapo are closer to 6' and 4'. That's a Z GP on the left and an "N" scale equivalent loco on the right (Z scale card behind it though). The camera angle throws it off a bit but the trucks are sitting on the "0" line.
I think the small switch stands are a good height, and maybe the shaft of the signal can be pushed down a bit, or be mounted under the cork, so it's relative height to the locos is lower.

Well, as per usual, I can only speak for the Pennsy, but their target signal masts were about 26' from the foot of their base to the top of the target. So, NJIs dimensions might not be that far off. The NS is just getting around to replacing a bunch of the old Pennsy 9 light targets in my area with new 3 light versions, but even the new ones are taller than a locomotive. Dan S.
