Well, you know how it goes- Once comfortably established in office, the new guy probably had to take a junket to Hawaii to study the problem for a month or so. Upon return, discovered more information was needed, so another junket, this time to Tahiti. Sounds about right. Seems like it always takes a trip at taxpayer expense, Ya ever notice how much something gets studied and how much it costs?
So many "studies" are dated, those must be re-worked. Rules and regulations constantly change, so studies must be re-worked. Someone has a bright (NOT!) idea, so another re-work. As is typical for too many endeavors these days, add in all the costs for delays due to litigations, plus those re-dos. Then.... Is it any wonder projects constantly have huge cost overruns?
