I saw this on another site. Haven't gotten my December issue of Railroads Illustrated yet, so can't confirm.

I'm assuming the article is wrong and the GP20Cs will have new 710 engines since that's the entire point of them being ECOs.
Also, I don't know why it suggests they don't need to be tier 2 and will only be Tier 0+. If that were the case, then why spend so much money on the rebuilds?

    CP GP38-2 / SD40-2 Overhaul Update

GP38-2's Overhauled by EMD-Progress Rail (Mayfield, KY):
    GP38-2's CP 3038, 3048, 3066, 3111 and (former SOO) 4446
GP38-2's undergoing overhaul at EMD-Progress Rail:
    CP 3024, 3126 and SOO 4414, 4428, 4513, and 4515

By 2020, Canadian Pacific will become the largest operator of EMD's ECO line of locomotives. CP are to receive nearly 500 locomotives over the next eight years from the builder. While the exact split between models is not known, it's estimated 350 six-axle and 150 four-axle locomotives will be constructed at the rate of 60 per year. CP expects to receive the first locos of the order during the 3rd quarter of 2012.
Four-axle GP20C-ECOs will be constructed at EMD's Muncie, IN, facility. Six-axle SD30C-ECOs will be built at Progress Rail's Mayfield, KY, shop. Rebuilt CP locos need only meet Tier 0+ emissions. Here is what is known about models:

Six-axle SD30C-ECO’s ("C" signifying crashworthiness of the cab, frame, and fuel tank) will, at least initially, have cores from the CP fleet of SD40-2s. CP has sent the first ten SD40-2s to Mayfield. Frames, trucks, and internal components will be reused. A new fuel tank and cab, being designed and constructed by EMD, will be built new for each unit.

To meet Tier 0+ requirements, these will feature flared radiators (similar to the UP SD59MXs) on the long hood to house additional cooling equipment. The locomotives will have a snoot nose to house additional electronics. All lighting, except the headlights and ditch lights, will be LED. They will be numbered to the CP 5000 series when released. CP should see the first 20 (CP 5000-5019) arrive in the 3rd quarter of 2012.

While SD30C-ECOs will use a majority of an older locomotive as its core, the four-axle GP20C-ECO will have just enough renewed/rebuilt components to qualify them as rebuilds. CP will provide the alternator, trucks, and many other smaller components to be rebuilt and reused in the locomotives.

GP20C-ECOs will resemble a GP60's long hood and also feature a snoot nose. The cab will be nudged back slightly on the frame to allow the additional length. They will feature a new frame, fuel tank, long hood, and cab, and the same lighting as the SD30C-ECOs.

CP has selected these twenty SD40-2’s to be rebuilt in Kentucky as SD30C-ECOs by Progress Rail.
