You might give this web site a look. He has a state by state listing of railfan friendly locations. In some cases, links are provided to nearby state and national parks.

Not a campground but a vacation spot with a strong railfan connection. The Swan and Railway Inn at LaCoste, Texas 25 miles west of San Antonio was a "railroad hotel" built in 1910. LaCoste was the "jumping off place" for engineering and official visitors coming out on the T&NO/ Southern Pacific to the Medina Dam construction site. Five or six rooms as I remember. Second floor balcony overlooking "Sunset Limited" transcontinental route, some 75 feet from the rail-side rooms. Now a bed and breakfast. Several years ago spent a night there and could railfan lying in bed. Hear interrmodal trains go by and recognize consists by the sounds of the cars. Traditional freight cars with four-wheel truck at each end go clickety-clack over the rail joints. But articulated multiple-unit double stacks go "clickety-clack--- click-click--- click-click--- click-click--- click-click--- click-click--- clickety-clack". The click-click are the articulated joints with one truck holding the ends of two cars.

Should I hunt up my pics of the Swan and Railway Inn and LaCoste and post them?

White Pines State Park, Oregon IL is right on
the BNSF(former C B &Q) main line to La Crosse
Wi and St.Paul. The RR is at the far end, where
the youth camping area is. There is a grassy
clear area adjacent to the tracks, but not on
RR property where you can get a clear view
and good photos. Single track through there,
Watch the trains coming down through the
    cut
