    Yes, it's quite simple, if you remember that transformers do just that.

    110V get transformed into (say) 16V. If you put another transformer on this 16V circuit, it WILL transform those 16V back to 110V. If you touch the unplugged plug you get the full 110V.
    You might trip the fuses of the transformers, but I would not count on that.
    Remember, that transformers convert voltage almost without loss.
    If you have a Volt-Ohmmeter, you can do this experiment (with extreme care!).
