I wonder if it was sold to Rock Island? This was the beginning of the end of Rock Island and they might have been accumulating power that was serviceable.
Wish I still had all of my RI books. Your theory is very possible. I do recall they did get units from such as the D&RGW, C&NW.
My guess would be under lease possibly, as that photo was taken at the joint C&S/AT&SF facilities in Denver. However, I wouldn't know why either of those roads would have a need to lease MKT power. I don't think it was a purchase however, as I've seen photos of the same locomotive taken at a later date in the 1970s still under Katy ownership. According to this site... https://www.thedieselshop.us/MKT.html ...that one was sold to Precision National (PNCX). But it doesn't say when. Or Precision National's either. The Rock might have leased it, but they got into Denver over the UP. I guess that wouldn't keep them out of the other roads' yard, though..? Somebody could have done a joint operation with the M-K-T.

Well, the three portholes mean little, but the chicken wire isn't something that would have been retrofitted to an F-9. And yes, 2523B to be exact.
Quite possibly, as the C&S rotaries were numbered in that range. According to the UtahRails UP Diesel roster, this is in fact a F9B that was rebuilt from a F3B, hence the F3 bodystyle. And the correct number is 523B as no F-Units were numbered in the 2500s on the UP roster. That's certainly hard to argue with. But that certainly looks like another number on the side door. Perhaps EMD painted over a 9, and it's bleeding through the new paint?
I can't argue with you on that point as it definitely looks like there was a number there. Seeing as they were rebuilt at EMD, it could be possible they mismatched the doors (and put on in the wrong place) and had to repaint it.
