Interesting that the UP car has a label on it for US Mail "Railway Post Office" at such a late date in the 70's?
just watching these old Lee Witten videos, the same trains is in this! About halfway thru, I noticed the same baggage car!
It was a very temporary thing only for that run. The D&RGW had special postcards made up for the Moffat Tunnel 50th Anniversary along with a special postmark. UP 5716 was drafted in to serve as a temporary RPO for the occasion.
Looks like west of Speer, WY on #3 track on Sherman Hill. The terrain is rolling and wide open like this for several miles before they reach Harriman, WY and points west where the terrain is more rugged. If I had to guess, we're near Sand Creek, milepost 540 https://goo.gl/maps/DEm3kopAPrtZw7xWA.

Not much to go on with that last 3985 view, but my suspicion is at the Sherman Hill summit on #1 and 2 track.
It still has the "Notre Dame" sign in the window next to the far end door. That would be Notre-Dame street, which runs along the Saint Lawrence river from Lachine to the eastern end of the island. The tramway ran from 56th Avenue in Lachine all the way out to George V Avenue in Montreal East (where the refineries are). Along the way, it ran just next to the MLW plant at the corner of Dickson.
