This is not a lease engine. CN owns the Wisconsin Central and it's reporting marks. If an engineer were to call this engine into a Dispatcher, they would call it in as WC 6907. It is still owned and operated by the CN. They do the same thing with DMIR, GTW, IC and EJE units. BNSF still owns and uses GN reporting marks as well.
