I knew I liked it when I read about it in MR in the late 90s. The thing that always stuck in my memory best was the Waybill Delivery System. Layout design is usually about figuring where trains will go and how. People routing is often an issue, but this is the only layout I've ever heard of to deal with paperwork routing.

Utah Colorado Western a Class II surrounded by UP?

Always has seemed like a really cool layout, but wouldn't a modern UCW be totally surrounded by the UP?

Sort've small to be a Class I, must be a Class II.
