As I understand it, at one time it was not legal. Big money gets their way, just like our government. So long as the new hire is not directly hired to replace the one terminated, it is legal. They can fire an engineer, then turn around and legally hire and train an diesel operator who would be legally able to drive the diesel in a year, I think. Something like that. Anyway, they been doing it for quite awhile. Wait til they start hiring the trained Chinese, then you'll either take the cut in salary, or be a track gang flunky.
