I've used Deluxe Materials BD25 (https://deluxematerials.co.uk/collections/scenic-products/products/scenic-snowflakes-500ml) and also the combo set BD29 which includes extra detailing and application. All have videos.

Most all products are ultra-fine ground marble, so it makes sparkles. Others have used Baking Soda and else (then vacuumed it up).

If you want to run a train, I'd advise not. But anything you put on temporarily will NOT clean up to like before.

I used Arizona Rock & Mineral snow (marble dust) for over the ballast and lightweight Hydrocal on scenery. Tape off places no snow is desired. Mist wet water (a drop or two of dish soap) on the scenery, sift hydrocal lightlyover the whole scene, mist wet water again. Repeat until snow depth is as desired.
For ballast, place marble dust like ballast, moisten SLIGHTLY with isopropyl alcohol, glue with wet water/glue mix. Use less than you think you need, as too much will have the marble dust running like a mudslide. Less is more. Allow to dry thoroughly, repeat as necessary to ensure complete bonding. Clean off railheads before it dries!
You can "snow" your trees off-layout. Use same method as for scenery. A pizza box works well. Stab holes in the box, insert trees, apply snow and allow to dry. Drill holes in layout, add a drop of white glue, insert trunk of tree, and presto! A winter scene.

N scale scene on my layout.
