Baldwins attempt at geared steam. Instead of the vertical mounted cylinders like Lima used, Baldwin mounted the cylinders horizontal, underneath the boiler.
The linked picture appears to the the "Horatio Allen", a locomotive with a water tube boiler. The water-tube boiler, while more efficient than a fire-tube, didn't work out well for locomotives. But it wasn't for the lack of trying. This link shows several, including the Horatio Allen.
