Found this photo of the flood on March 20, 1936 in Pittsburgh. Not sure which railroad this is but it is interesting. Says on back 45 dead, 350 hurt.
That's a lot of water... I looked up CYCX and I found Conley Tanker - in Pennsylvania. Otherwise it would be Canadian Cyanamid - not likely. I also spy a couple of guys leaning out the 3rd floor window just at the left end of the first tanker. They would probably get their feet wet on the 2nd floor with that much flooding. Maybe the guys in the rowboat are their ride home.
