NCE PowerCab consist problem

    I am unable to get consist function to work properly. Following is the gear (all new):

    2x Atlas U23B with Digitrax DN163A0
    NCE PowerCab

    Both locos are new and run beautifully individually, but if set as a consist, the lead loco will run at 1/4 speed while end loco will run at maybe 1/10 of the speed you would expect from the same speed step.
    I.e. individually both locos will start inching at step 2 (28 step mode) and run scale full-speed at 28 (cv2=2,cv6=48,cv5=98 on both locos as recommended by Digitrax for a road switcher). When in consist, one loco will not start moving until step 10 or so, while other will just barely move at that point. At step 28 (full speed) in consist, locos will run equivalent to step 6 when not in consist.

    Both locos are configure as cv2=2,cv6=48,cv5=98
    Locos face away from each other and direction is properly configured.
    I tried both Advanced and old style consist.
    When in consist mode but separated by few inches, they both move in expected direction but at different speeds as described above.
    When I kill consist, both locos run fine at approximately same speed. Speed discrepancy is minimal if any.
    PowerCab indicates current anywhere from .15 - .30 amps when locos are in consist,
    .10-18 when they run individually

    I followed NCE manual to setup consist:
    SET - enter consist number - lead loco - direction - end loco - direction - enter to exit

    Any ideas or suggestion would be greatly appreciated!
