Ok well hello to all, starting off I am another one of the troglodytes returning to N scale after a 10 year absence. Prior to the departure I was starting to look into DCC so now I have gotten out some locos and started learning.

So I HAD the DCC++ (JMRI on an Ardunio using Decoderpro or Panelpro) up and working on a small oval, learning about decoders, cv's and the rest. Up to this point all was working well, I could shut it all down come back later and things were as expected. Power led's on Motor shield functioning normal. Then I wanted to explore consisting. This is when the problems started.

So after having NO luck with creating a functioning consist and trying to change CV' 19-21 I now have a new problem, on the top tool bar there is a switch for Power, either off (red) or on (green) well I NOW have a yellow switch UNKNOWN and can do nothing with it. Just one of the Power led's on shield is on with 0 volts at the track,

Everything is now at a halt, changed the CV's back to default, reprogrammed the decoders starting from fresh mfgr defaults. Even went as far as UNINSTALLING both JMRI and Ardunio software and reinstalling, STILL the lovely (had to use a nice word) yellow power button!
Ardunio appears to be working (red and yellow led's on) baud rate on com 3 reset to 115200 however NO scripting changes attempted, well beyond my limits.

Not sure if it is a board or shield problem or in software, all suggestions would be appreciated , I would be happy just to get back to were I was 3 days ago and worry about consisting later, as I said this all started when I attempted to MU some units together.

You didn't specify whether or not that you had re-loaded the sketch on the Arduino, but I don't know how [or if] working with CV's would possibly change or damage that code ...
Also, I "assume" that there may be a 'power good' data return when power is active, but have no idea if that is returned from the Arduino itself directly, or passed through from the shield ..

Yes the Ardunio was reloaded after the uninstall but when I open the ser. monitor I see no script as I seem to remember I saw it before.

Now for the kicker, I tried to load it all using decoderpro on a mac Sierra os and I guess the code is not good for the newest mac ops sys, the program will not even open

At this point I am leaning towards a hardware issue with the motor shield.
