Your new (used) U25B can (will) work on your DC layout, but may not want to play well with other non DCC locomotives. To work on a non DCC layout, CV 29 has to be set to the proper value (may vary by make and or model of decoder board). Most decoders will be able to run on DC in their default configuration. Most hobby shops can help you to make sure it is set up for this, or you can ask a new or old friend to help you. While the loco will run on DC, it will not run the same speed as non DCC locomotives. If this is a major problem for you, you can always find someone who installs DCC and ask for an analog board to fit your loco. New boards cost about $8 or $9 to fit your engine, so you should expect a used one to cost $0-$5.

In addition to what Mark said, you should inform the seller so he can set CV29 for you else you'll be in a Catch-22 situation when you receive the loco.

Most decoders come default from the factory to run on DCC and DC but just in case the seller turned off that functionality.

Well according to the buyer the locomotive has only been removed from packaging for pictures. It shipped today and can't wait to get it. It will be a long next couple of days until she arrives. I paid fifty bucks for it and its NIB. Isn't the DCC equipped model like a hundred bucks?

They run anywhere from $75 on up with the $75 end on sale or clearance.
