As I was redrawing the trackplan, it occurred to me that in order for that to work Iwould need a grade of atleast 10% to reach the next level, 18" up. Rise of 1.5' over around 9' of run. Thinking that I could start with a 2.5 or 3% grade on the actual layout surface and increase to 10% (or whatever the actual percentage would need to be)to the next level.

Trains would be short and a little 3" wide shelf just big enough to support trains up the opposite wall from the sceniced portion would carry trains up the steep grade to then next shelf.

Have you tried your power running up your planned grade? Just recently tested some equipment for a friend on his 4% grade, and it takes 3 good sized, power matched, ballasted, SD's to get a properly weighted train of 25 cars up his grade, and by the time they reach the top they're spinning wheels and just creeping along. I'd suggest testing your grades before you go much further with the power and a sample of your equipment to make sure your plan will work to prevent frustration once you spend the time, effort, and money, to put the layout together.
