Many choices on what to use for glue. However using these guidelines will help you decide which glue to use and when.

Absolutely permanent? epoxy, sticks like the devil But changes are almost impossible. Water or solvent based depends on the materials your gluing to.

White/yellow glue, great stuff, takes time to dry, and you'll need to insure the roadbed or track is flat, by whatever method you choose. Weights or pins. Changes are possible with a minimum of problems.

Caulks and the like, almost immediate tack, some are better than others in regards to the tack (grabability) if there is such a word.

Again changes are easy, the advantages of the caulks or other construction adhesives is faster glueing than the white or yellow glues. Also controlability, the adhesives stay put and don't wander like the W and Yellow glues.

As always sanding the cork roadbed is or should be a mandatory practice when using any glue or adhesives (especially in N scale where even a fraction of an inch can be problematic)

Oh one thing I forgot to mention about the epoxies, once you place it, its down, So use wax paper or sticks to preset the position of roadbed or track, once it grabs its just about impossible to make corrections. Thus the aforementioned glues and adhesives are probably the better choices.
