Hmm.... 3 axle, one of a kind, possibly north of the border. Could this just possibly be the Empress of Agincourt.

 

The "Empress" was an Alco unit. An RSD-17 IIRC

For a one-of-a-kind on a short SD frame, I was going to guess the MK2000C: http://www.northeast.railfan.net/images/mpex6201.jpg But the fuel tank doesn't match.

well, I did have a closer look to the GMD-1 pictures and I see where you're coming from but no, it wont be a GMD-1...

 

You made a mistake , Steve , IC 6071 have a much bigger fuel tank !!!

I'm not going to guess just yet. I'll wait to see more before I start to think here.

 

I don't have my books with me, but wasn't there a one-off engine that EMD did in the '50s or '60s that went to someone like GM&O in the South? It would be something unique enough that might require three tries from someone like Steve. But I don't even remember if the engine that I'm thinking of was 6-axle or not. The one I'm thinking of is in something like the "Model Railroader Cyclopedia - Volume 2: Diesel Locomotives" or one of the original "Diesel Spotters Guide" or something from Kalmbach. Can someone look to see if it matches what details Steve is putting together?
