I have a friend of mine that says the western railroads, being UP and BNSF do not have thier own rulebooks. I need some one to provide me evidence that this is either true or false please. I am being told they use something called consolidated code. Thanks for the help

Copy of my post in BNSF Forum:
It is called the GCOR (General Code of Operating Rules) As far as I know (without getting it out of my truck) that basicly all US railroad use the GCOR.

GCOR is used by primarily western railroads.

Eastern roads often use NORAC or other variants.

That said, there are BNSF and UP specific rules. Those are codified in the individual railroad's "System Special Instructions." These modify the adopted rulebook (GCOR) to fit the needs of the particualr company.

Note also there are rulebook for:
    Train Yard & Enginemen Safety
    Maintenance-of-way-Safety
Air Brake & Train Handling Rules

Etc... etc... etc.. and these are often specific to a company. BNSF has their own TY&E, MOW, and Air Brake rules for example.
