1-7/16" bezel insert seems to be the smallest I saw on a quick interwebs hunt. Most of those had a 1-3/8 barrel/bore size. That would be 18-19ft to scale. That's a big street clock!

Lighting would be another issue. I'd probably project one onto the face though to keep it simple.
With the smaller movement, the dial could be about 1.5 scale meters (~5') in diameter in N scale. Still pretty big for a "street" clock, but in a little larger monument/tower in a small park, etc., it could work very well. I would suggest contacting a local watch repair service, and see what they might be able to source and/or cobble together for you. (they may even have something pre-owned to offer you.) You will need clock hands too. They may be able to make the small clock hands (even if from from larger ones) needed for your application, if sufficiently short hands are not available. I noticed the control knob shaft on both of these was fairly long, and would more than likely need to be rotated to point down. They may be able to extend the shaft for you too, to reach through the layout base. You may be better off making the clock/ tower easily removable for setting time, etc. These are just random, 1st order thoughts, and details (devil be there!) will likely alter and/or direct your path to success. Made a world of difference. PITA to do. The mirrors are stainless steel ! Getting them off the sprue proved to be a chore! These things are about 1/8 inches square. Holding them in place while the CA set was fun...N O T !!
Yeah I got a few with my initial orders from RPS, came included with a few trucks. I decided NOT to use them. They are so tiny!
Those mirrors are nice. Excellent work installing them. I'm like in2tech, have some but just not up to the challenge yet.....
The biggest challenge was finding a drill bit small enough to make the holes for the mirror arms. I am not sure which size I used. I just took the smallest one I could find in my mini drill bit index..and even it was a bit to big ! You need a bit that is finer then frog hair...JS ! .
.35mm bits work well and leave small enough holes for a compression fit. I source re sharpened bits off of ebay that are for PCB use. I'll buy a box of 50 because they are very brittle and break easy (any bit that size will) but you can usually find smaller quantities. They cut through plastic like butter.
