the nce power cab is a dcc command station although it can be used as a extra throttle with another nce command station. I dont think it will work on any other system. (i dont think )
Unless you are willing to write code for DCC++(EX) to talk to an NCE throttle, I think you're out of luck. IIRC, when the PowerCab powers up, it looks for traffic from an attached command station. If it sees such traffic, it assumes it is just a throttle connected to another NCE command station. If not, it becomes a command station & throttle in one.
