The GN had these in some of their depots, on the operators desk. They were used with their color light train order signals to indicate a clear board, orders, or stop.
There was one of these little signals at Black River Jtc south of Seattle, Wa for the UP to cross over the Milwaukee Road mainline. Thought it was the funniest thing I'd ever seen at the time!
